Illinois - Boundaries and Out of District Players
USA Hockey passed a rule in January 2026 which requires players to request a waiver to play in a different state than the player’s residency, unless a written agreement exists between neighboring states.
BYHA Boundaries
- Players that live above IL Route 173 are considered in District for BYHA. No Transfer Waiver is required.
- Players that live below IL 173 will need to request a one time release from AHAI.
- Your official address is the one you use to to register with USA Hockey.
- Families should reach out to BYHA Registrar with questions.
Out-Of-District (OOD) Player Guidelines
A family who lives below IL Route 173 and wishes to play on a BYHA team for an upcoming season may be allowed to do so. However, BYHA is not obligated to accept Out-of-District (OOD) players.
- BYHA will follow all WAHA rules in effect.
- WAHA currently prohibits a BYHA team from having more than 2 Out-of-District players to participate in State.
AHAI Process to request an interstate Transfer Waiver:
- Complete and submit the online application.
- The application may be found here.
- Once approved, the waiver is valid for subsequent seasons at that same club. Should a player change clubs, a new Interstate Transfer Waiver must be completed.

1. My player(s) have never played for a travel team in Illinois. Do I need a interstate release?
- Yes. This a new USA Hockey rule for all interstate players.
2. Will my release be granted?
- The chances of your request being approved are high.
3. What would keep me from getting a release?
- It's dependent on player(s) being in good standing with their previous club.
- Financially and with Rules & Ethics.
4. What if my release if denied?
- We will help you look into why it was denied and help you with appeals if needed.
5. Any other advice?
- Start the process for Interstate Transfer Waiver early.
- Document and save all communications.
- State /Affiliate registrars can be helpful with guidance.
